APPI Calgary Event - Case in Point: High River, Rebirth of A Community Using Contemporary Urban Planning Techniques

The June 2013 water event provided the Town of High River with an enormous opportunity for the development of long-term solutions, ensuring that the economic and cultural vitality of High River is not only restored, but improved and reenergized. The Downtown Area Redevelopment Plan introduced a strategy for recovery and revitalization.
Despite the massive destruction, rebuilding the downtown provided an opportunity to address flood risks while improving the area - an opportunity to re-imagine downtown and rebuild it to meet the needs of businesses, residents and visitors.  The ARP became a roadmap for future growth in High River and allowed a forward-thinking innovation.

Andrew Palmiere, MPL, MCIP, RPP, Principal, Urban + Regional Planning, O2 Planning+Design
Andrew has over 13 years of experience working on high profile urban planning and urban design projects across Canada and overseas. His work emphasizes the linkages between policy, implementation and urban design.
Central to his approach to planning is a belief that great places are defined by environmental responsibility, economic vitality, vibrant culture, social discourse, creative design, and a quality of life that is both desirable and sustainable.


Khalid Mohammed, PhD, RPP, MCIP, LEED AP ND, Manager of Planning & Development Services, Town of High River
Khalid has over 15 years of professional experience in urban planning and development and teaching, particularly in the development of long-range land use planning policies and economics, in Canada as well as abroad.
Khalid’s expertise is centred around urban planning and development, research and analysis, regulatory land use planning, urban growth and policy development, public engagement, urban design, and long-term sustainable communities.
