(We apologize for the unintentional release of the preliminary draft of this bulletin)
Dear APPI members,
As indicated previously, APPI has committed to keep you informed regarding the Government of Alberta's Red Tape Reduction initiative. Below is an announcement concerning Alberta Labour and Immigration's revisions to the legislative framework governing professional regulatory organizations such as APPI.
Bill 23: Professional Governance Act
Streamlining professional governance laws
The Alberta government delegates self-governing responsibilities to APPI for the governance, registration, conduct and discipline of the Institute’s registrants. APPI and other self-governing professions and occupations in Alberta are also responsible for ensuring that our registrants deliver services in a way that protects life, health, property, the environment and the economic interest of Albertans.
Currently, APPI and a number of other professions and occupations are governed by nine separate acts and 28 supporting regulations. APPI is specifically governed under the Professional and Occupational Associations Registration Act (POARA) and the Alberta Professional Planner Regulation. This legislative patchwork has created inconsistencies and inefficiencies in how professional regulatory organizations are governed and operate. Some of the legislation, including POARA, is outdated.
On May 2, 2022, the government introduced the Professional Governance Act, which will consolidate, streamline and update 22 non-health professional regulatory organizations into a single umbrella act with a minimal number of supporting regulations, while achieving consistency and efficiency for professional regulatory organizations. If passed, the Professional Governance Act takes effect upon proclamation, which is expected in early 2023.
APPI will maintain the right to use the restricted title Registered Professional Planner (RPP).
